Sure. A cell phone is no different from a landline except it is portable.
Yes, in some cases, law enforcement may be able to trace a call even if the caller has blocked their number. Methods such as obtaining a court order or working with phone companies can potentially reveal the caller's information.
Yes.
The police are permitted by many, many legal precedents to use subterfuge, disinformation and general sneakiness in the course of an investigation.

The American concept of due process can be traced back to common law practices that were first codified in the Magna Carta in 1215. This document established the principle that no one could be deprived of their life, liberty or property without due process of law.
The concept of policing can be traced back to ancient civilizations, such as in Ancient Egypt, where individuals were appointed to maintain order and enforce laws. In modern times, the formalization of policing began during the 19th century in England with the establishment of the Metropolitan Police Service in London by Sir Robert Peel, which became a model for modern policing systems around the world.
Yes, outstanding debts to a hospital in the US can be traced back to you through billing information, insurance records, and your personal information provided during treatment. It is important to address any outstanding medical bills to avoid potential financial and legal consequences.
Police can investigate by checking surveillance footage, tracking the computer's location through GPS or online activity, obtaining a search warrant to search your premises, and interviewing witnesses or contacts who may have information about the theft. Additionally, if the computer was registered or has a unique identifier, such as a serial number, this can help track it back to the owner.
No, the repair shop cannot report the car stolen based on receiving a bounced check. Reporting a car stolen requires evidence of theft or unauthorized use of the vehicle, not just a financial transaction issue like a bounced check.

No, but the police and security services can. the above statement i have crossed out because it is wrong pay as you go mobiles cannot be traced at all.
Not 100% sure if I am understanding your question properly but when a land like call is traced, they are simply accessing the debug info. it is normally restricted for internal use by the phone company, but a tech worker can access that info if they wanted. A caller ID spoofer will not change internal routing info so a call can still be traced. PS also wanted to add that a call can be traced instantly and can also be traced after the fact (it is not like how it is in movies). If you want to trace a call and a reverse number lookup doesn't work then the only other option is to either get someone at a phone company to access the debug data and trace the call, or send you the data (though I am not sure if they are allowed to do that with non law enforcement). PS if you are being harassed, it is unlikely that the phone company workers or the police will be of any help as they do nothing with those phone scam calls that use spoofed caller ID info.
Dialing *67 (or equivalently 1167) in the US and Canada suppresses the display of your Caller ID information on the other person's phone or Caller ID box. However, there are a variety of ways the other person can find out your number. In particular, if you call 911, a toll-free 800/888/877/866/855/844 number, or certain other special numbers, or if you call someone on a PBX (business phone system), the called party will get your billing information, even if you suppress Caller ID display. If the other person has the call traced, your billing info and Caller ID info (usually the same, but not always) will be available.
