Many portions of carrots are totipotent which means that, given ideal soil conditions (temperature/moisture) and nutrients a whole organism can be reproduced from a single cell.
Simple answer is yes (tomatos exhibit this as well), BUT the resulting plant is not realy suitable for production purposes - more as a novelty

∙ 12y agoYes. A carrot top can provide what is needed for a plant to grow. You just need to cut off about an inch from the top and pull of the green thing. Then, put that in water and soil in a bowl and put in near a window or door so it can get sunlight. In the beginning you will see these hair-like bristles growing on the sides. They will be really small, maybe a couple of millimeters. Later, after a couple days, green stuff will start to grow out of the top. A carrot has a special type of root, called a tap root, and that is why a carrot can grow even though it is not living. But, the plant that will grow will not be another carrot, but instead just a plant.
