It is possible for cats that are siblings to reproduce, but it is not advisable. This can lead to genetically deficient offspring and unheathly kittens. The best thing to do to avoid this is to have your pets spayed and neutered.

Yes. Cats, when sexually mature, will mate with the first available cat, even if they are related. Unlike humans, cats, dogs and other animals are not bound by social taboos or realise that breeding with family members can result in birth defects and deformities. If keeping a male and a female that are related in the same household, they must be neutered/spayed.

You should never breed siblings, be they of the same litter or not. The genetic combination can be harmful, and thus bred cats are usually more vulnerable to sicknesses and are physically weaker.
