Yes. Sometimes it is not possible for a person to receive last sacraments (viaticum, anointing of the sick). That does not prevent them from a Catholic Funeral. As Catholics, in good standing, it is totally appropriate for them to have a Catholic burial.

Yes, a Catholic priest can give last rites to a non-catholic person, if the person asks. Priests are taught 2 different forms of the last rites. One is for Catholics, which includes the sacrament of the eucharist (the real last rite is to recieve the body and blood of Christ into yourself).
