A 13 year-old isn't likely to own their own land, so, for the sake of argument, we'll assume it's their parents' land.

What you're dealing with is a bit of a grey area. There are plenty of places where children under the age of 16 (the minimum age by OSHA in which minors are permitted to work with machinery for hire) will operate tractors, lawnmowers, etc. on their own property. But, if an outsider wanted to make a stink about it to Child Services, they could, and there could be unintended consequences for the parents if that child is injured while operating machinery, especially if doing so unsupervised.
