Yes, this has happened several times in history, when the reigning king died, while his child was still a baby. The general idea here is that the kingship passes from father to son. (Or daughter, but traditionally, it has been more common for men to be kings.) In this case, while the baby is officially a king, a "regent" - some kind of representative - is appointed, who will take care of the affairs of the kingdom until the official king is old enough to actually govern. I am not quite sure who would typically decide on who is to become regent.
