If the cable is frayed or has already snapped, you will need to replace it. There's no amount of duct taping or super gluing that can save this one.

a number of things read, read the manual, id say the starter or the spark plug
The Spark plugs on the Ex250 are under the fuel tank, to change them, you'll need to remove it.
It is underneath the seat just behind the fuel tank and forward the battery. There are two round openings in a piece of plastic. This piece is removed and the filter is below.
Absolutely, both are EX250F models. 86-87are E1-E2 models.they have the same frame part # as the 89 to 05- F- models. part#32002-1896.! In 06-07 the frame part # changed ! to part #32160-1763 and the model # also changed toF6F AND F7F. I think the 06-07 motors will also fit if you use your 97 engine brackets part #32029-1543 which are the same from 88-05.

when you see the velly of the bike, you could find big hole cap which is oil filter. Take it off and replace it. Next to the cap, there is a bolt same size as the cap bolt which is oil tank cap bolt. When you screw the bolt, the oil will plow out. Let it plow until done. Put the bolt back when it empty. Right side of the bike and middle of the foot fade, you could find a refill cap. Replace oil until the oil fill up enough. Back side of foot fade, There is a oil check. Between full and poor would be fine.Answerhttp://faq.ninja250.org/wiki/Engine_Oil
