Yes. Although a lot of times they are "bluffing". Believing that the consumer will come up with more money. That after all is how the majority of collection reps. earn their salary, by commission. If a person is paying all they can afford and the agency refuses to work with them. The alternative is to seek legal advice. And save the money for a possible settlement in the future. Many creditors will, when faced with a legal battle opt out for a less than full amount owed settlement. A well informed consumer who is willing to stand up and enforce their rights has a lot of power over the collection creditor bullies.
