When a repossession notice has been issued for a motor vehicle can the registration be renewed and if the car is pulled over by the police will the police hold the car?

A "repossession notice" is a civil matter. A police oficer cannot hold the vehicle for repossession. Unless, there has been a court proceeding and the judge has ordered the vehicle held if stopped. A repossession notice also cannot stop the registration of a vehicle.

Is an ATV considered a motor vehicle?

Legally, yes it may be considered a motor vehicle. But then again it is not designed to be driven on public roads so in that sense it is not a motor vehicle. Most states do not consider it a motor vehicle and it is illegal to drive one on a public road. When talking about alcohol and the law and ATV is a motor vehicle and if you are drunk and driving your ATV you can get a DUI. This is on or off the road; even if you're out muddin' in the woods (I don't know why a cop would be out there anyway but still).

Can you still renew your drivers license if you owe the lender due to repossession?

Yes. The DMV (Department of Motor Vehicles) has nothing to do with whether or not your vehicle was reposessed (nor do they care). This will, however, affect your credit and ability to buy another vehicle.
