It is not a nice way to do thing but it is not unheard of either. These days mobs like Citibank and others will give credit to any one, not caring whether repayment is possible. They have whole departments dedicated to making life miserable for clients that are slow repaying. they know they will get their money back and the extra exorbitant interest pays for the heckling.
