If you signed a contract then probably not but it is also good to read the fine print of a contract to know what your getting yourself into. You do NOT sign your soul off to the devil without knowing what is going to happen.

A dealership can ask you for anything. It is up do you determine if the extra fee is necessary or valid. If they said the license was included in the price then just walk away from the deal. No one is twisting your arm, so it's up to you what you wish to do.

You can get your tires replace either on your own or through a dealership. It costs more to get it at dealership, but they might do a better job. Tire replacements should be done during summer and winder.

The dealerships tend to charge more money. But I trust a dealership more than I trust a quick oil change chain of stores. Both will do the inspection and several point checks.
