The playstation portable was made to give Nintendo actual competition in essentially what was a single company market (there were others at one time but nothing actually worth a mention). The managed to secure a nice little slot in the portable market. There are more motives but that was essentially the main one: competition.
i don't know about the psp alone but the psp 3000 bundle i got didn't have it
