Yes it can because my do had its puppies 1 week and 1 day early and they were all fine. It just took a bit longer for them to open their eyes, but that is not a problem. Actually, my dog is pregnant again right now!!
Best to wait the three weeks and see where your primary dog is at health wise before committing to anything. Better to have one sick dog to treat than a dog and a puppy.
And one week old puppy gets all its nutrients from the mother dog nursing. It's best to wait til their 4weeks old and can hold there heads up properly.
