Although some may think that this is a somewhat stupid question it is actually fairly reasonable. First of all let me clear up that cats' and dogs' brains cannot understand speech such as meowing and barking. To them it only means that they are excited, offended, defensive, etc. In this same way cats can understand dogs because they can know sort of what they are thinking by the way the animals bark, meow, or hiss.
