Sure a dog can sleep under an electric blanket, however, should the dog lick or chew, it becomes a dangerous blanket. A better plan is to offer fluffy bedding that can be tampped down by your dog. Dogs naturally turn round and round to make their "bed" in tall grasses or dig to create holes for them to burro into. Having a "dog bed" with sides, that is appropriately sized for your dog when curlled will give them additional heat that they need. You can always lay a towel over them, but unless they realize the warmth they get from being under it, they will usually get out from under and lay on-top of it by morning.

Just like you would move a human. If you have something solid like plywood long and wide enough for your dog, put a blanket on it and have someone else help you restrain the dog. It's important to keep the dog as immobile as you can. To lift the dog onto the plywood put the dog on another blanket and you and someone else each take one end of the blanket while a third person holds the dog still in the blanket (the dog won't like the sensation) and use it to put the dog on the plywood. Once you have done that it's going to take 3 people to get the dog into the car or truck. Two to carry the dog out and one to hold the dog down while transporting to the vets. If it's the dog's front legs then you can lift the dog up by cupping your arms under butt and also under their chest.

No dogs are not cold when they are ready to die. This does not mean that a dog cannot be cold and then die. You might as well put a blanket on the dog if it is cold... though it will push it off or crawl out from under if it doesn't want the blanket. Dogs loose a lot of heat from their belly as it has less fur so it may want to lay on the blanket.
