Can a dragon use its wings underwater?

It depends on which species. There is more than 1 species. The NAGA and WATER DARGON can. The Frost Dragoncan temporarily live in water for a week or so, but it must be icy water with lots of fish, and itr must come up for ar every 2 to 10 minutes.

Chinese water dragons only really goes underwater if 1. catching fish or is scared then they will stay under for about 20-30 mins

The only fish I know of that is commonly called a Dragon fish is a deepsea fish. Its Taxonomical name is Grammatostomias flagellibarba and it most certainly can not be kept in any kind of aquarium situation. So the answer to your question is NO definitely not.

With the exceptions of water dragons, all dragons - especially fire dragons - cannot swim well. Their huge weight disallows them from rising to the surface of water and constantly pushes them down. Most dragon's wings are absorbant and can carry large amounts of water, so if the wings are dipped in water for too long, the wings will be temporarily unable to give flight or might even be damaged.

It depends on the dragon's wing design. A strong dragon with powerful muscles can easily wing it underwater, provided it can still breathe, but a smaller dragon, though with slightly less water resistance, cannot provide the strength necessary to propel it through the water.
