When there is a double yellow center line, you must stay fully inside your lane of traffic. You cannot encroach on the line on your side, nor should drivers encroach onto the line on their side, or you could run into each other. You CAN get a "left of center" if your tire/car drifts onto the double center line or you encroach on the other lane of traffic---even if there is no oncoming traffic.
