The state governments are allowed to decide how the vacant seat is to be filled; this generally means a special election, although in some states the Governor is allowed to appoint a temporary replacement. So, if the Governor chose to appoint a family member or that person won the special election, they could take over the seat, but being a relative of the deceased Senator doesn't give them any special right to the seat.
