Yes, But it must be a black powder gun patented before 1894. No gun that takes any kind of a shell or cartidge is allowed. This law applies to all 50 states.
The U.S. Code Title 18 states that (I am paraphrasing) muzzle loading pistols and rifles are classified the same as black powder guns 'patented before 1894' though the law uses 'in or before 1898' as long as they are not modified to accept a fixed cartridge such as a bullet or shell and as long as they are not easily modified to accept the same such as the modern muzzle loading rifles that can have the barrel or breach exchanged with one that would fire a modern cartridge. There is a stipulation that they can fire fixed cartridges as long as they are no longer available in the U.S. through normal 'channels' (e.g. obsolete sized cartridges, or foreign calibers)

No, they may not.

To the best of my knowledge unless you are a convicted felon you can own a black powder gun.
No. There is no state were a felon may own any firearm.
Nope, it's illegal.
In south carolina "state law " a convicted felon may own a fire arm made before 1898 it's considered an antique, but " federal law " states that a convicted felon may not possess explosives... which means you're allowed to own the antique weapon but not the powder or ammunition to go in it.
If he was convicted in state court - not without having his record expunged by the state of AZ - If he is a felon convicted in a FEDERAL court he can never be eligible to own or possess a firearm including black powder weapons.
Yes, unless they are incarcerated or on probation or have other travel restrictions.

Contact the US Attorney office in your area. Generally a felon is prohibited from possessing a firearm, and a black powder gun is a firearm. The US Attorney can restore your rights to firearm possession.
