Yes a felon can have or possess an air pellet gun of any type..
A fire arm is a device that uses an explosive gun powder or of the like the shoot out a projectile. Air guns or bb guns dont use an explosion with or fire to propel a projectile. Although a lot of companies have made air guns that are perfected for small game usage they re considered toys. No store requires anyone person to provide a Drivers license to purchase it. You can buy them online or even at Gander Mountain. However Im sure one has to be 18 or maybe even 21 to purchase it in some states.
As far as I know the answer is yes.But this is regulated by the F.P.S (foot pounds squared) air presure, and the calaber of the the round. But without being able to find the laws about this it's hard to know the truth.

This question should be directed to the court in the state where the felon lives. Any answer given here might be misunderstood and cause more problems for the felon.
The powers that be (when I had an FFL) didn't consider blackpowder weapons . I never had to fill out papers on them. Try buying one at Walmart and see what they say
Once freed from jail/prison time and parole/probation, a former felon can often purchase an air rifle, unless there is a specific prohibition (in his sentence) against this.

No. No felon, in any of the fifty states of territories of the US may own or be in possession of any form of firearm under federal law.
He can, but doing so is a violation of federal felony firearms regulations. It is not legal anywhere in the US for a felon to be in possession (and that can include close proximity to) of a firearm. Federal regulation denotes a firearm as any device that expels a projectile by means of explosive force. An air rifle fits that definition.
There may be a couple of small exceptions, but the answer is no.
