If you have never had Internet on that computer nor used an electronic bulletin board service, then your computer can never be hacked into remotely. However, if you have recently had Internet access and been on a site that has a hacker, then it is possible that they already hacked in.

Now, if somebody has physical to your computer and knows or can guess your passwords, it is possible.

Absolutely. If someone has direct access to your computer, they could install a Keylogger without your knowledge that runs totally in the background that you will never find unless you know exactly where to look.

By definition a cyber attack:

By definition, no; the computer would not have to be connected to the internet.

I believe what you mean is can a computer be tampered with remotely if it is not connected to the internet. No, however if the computer is part of a wireless network, other computers connected to the same access point are capable of tampering with the connected computer.
