A high pressure washer can be used on vinyl siding but a couple of precautions need to be taken to keep from damaging the vinyl. Don't spray from too close and make sure you angle the spray downwards so that you don't force water up the seams.

Simple Green works good, also try industrial formula 409. Any cleaner/degreaser will do if you can get a big enough jug of it.
