Per se, the association may have zero power to 'fine' a building contractor. Withholding payment may be a form of 'fine', but the contract the association signed may have different terms and you could be forced to pay invoices.

Best practices dictate that the association consult with association counsel, with a copy of the contractor's contract, and evidence of the contractor's fine-worthy behaviour.

Probably not. A homeowner's association can only fine a party who has agreed to be subject to the rules and regulations of the association. If a contractor breached a contract the association would need to bring a lawsuit in court.

What is the fine for failure to control weeds?

The fine for failure to control weeds depends on where you live. The homeowner's association or the town, city or county of residence levies the fine. They define "failure to control weeds" and set the fine according to their standards.

Can a homeowner association foreclose on a house for overdue assessment fees in Florida?

The right to foreclose upon default must be granted by the property owner. That language is included in the fine print in mortgage documents. The possibility for a "foreclosure" for unpaid assessment fees would be unlikely. The procedure for collecting overdue assessments should be set forth in the document that created the homeowner's association. The association can seek a court judgment and record an execution against the property then follow local collection procedures.

What happens if you ignore a local ordinance violation?

You will be brought up to the board of selectman/city counsel and have to pay a fine. If you are renting, you maybe evicted.Your fine will accrue interest and compound and if you are a homeowner that fine may turn into a lien on the property.

Can OSHA come on private property and fine a homeowner for roofers working for them?

OSHA can only enforce the employee employer relationship. If the roofers are working for a contractor the citation would go to their employer. If they are contracting without a license working directly for the homeowner then you would be subject to local building and contracting standards (contracting without a license, construction without a permit and as well as local, state and federal employment standards.) While OSHA may not have jurisdiction on your property your problems could be much worse. If the roofers get hurt you are going to be liable for their injury. You will have no warranty of workmanship. In most cities the building department can shut down your job and in an extreme case deem the residence uninhabitable making you leave it until the proper permits and work (by a licensed contractor) are completed and fines are paid.

Because of all the codes for building, you won't necessarily have to hire someone to do it, but it would be important to know the laws and codes. Otherwise, an inspector may come out and fine you.

What fines will be filed if homeowner installs own septic system?

This depends upon where you live and what building and utilities laws apply. In many jurisdictions, a septic system may not be permitted at all, in which case, the homeowner may not only be liable for a fine, but may also be forced to remove the system, clean it up (not a very appealing thought), and install a proper sewer line.Proceed carefully. Call your municipal or county building inspections department before you commit to installing a septic system.
