It can, if you know what that URL will be ahead of time. Because HTML does not have any logic, it cannot retrospectively determine the current URL.
JavaScript may be the tool to use for this, or a more advanced backed language like PHP, Ruby, Python, or Perl.

You can display anything provided its within the rules. But i personally think every website should have a contact page and policy page
You can use an iFrame or a pop-up window to display it. You can also use JavaScript too.
