I believe a journeyman works under a licensed, business electrician and a master electrician is one who has the business. Not the best definition but hopefully it helps Might vary by region. Here in Canada, a journeyman is someone certified to do permited electrical work that will be inspected. A master is someone who is certified to pull (read - apply for) those permits. In Canada, a journeyman electrician is someone with 4 years of experience in the electrical trade as an apprentice and has taken four periods of school. A Master is a journeyman electrician that has a certain amount of experience as a journeyman (typically 3 years) and has a very good understanding of the Electrical code (which is proved by taking another course / exam).

A Journeyman has met a required of on the job hours (usually 8000 minimum) and classroom hours (usually 700). the biggest difference between a Journeyman electrician and an electrician of 10 or 20 years is the Journeyman has gone through a formal education and training program, and met specific requirements set by the county or state, and has passed a licencing exam. he is responsible for supervising and training lower level electricians (helpers and apprentices) and assisting the foreman. he also is skilled enough to work on his own without direct supervision. although he is a highly skilled worker, he cannot (in most jurisdictions) pull permits at the building department and work as a contractor. he is an employee of a contractor. A Master Electrican however CAN pull permits and be a contractor. to qualify as a master he must be a Journeyman first for a certain number of years, and have proof of supervision experience (as a foreman or general foreman) in the form of company letterheads stating his experience. he must also take and pass a licencing exam which covers broader topics then the journeyman exam but also buisness law. also a Master is required to complete a certain number of continuing education hours approved by the county or state where he is licenced each year.
