Yes, definately yes. The Magnet will pull the spinning disk on the electricity meter resulting for that disk to slow down and THE RESULT OF MONTHLY ELECTRICITY BILL will decrease 25%. Thus as it falls through the coil it slows down as a little the energy of the falling movement is turned into electricity.
the magnet used on most fridge magnets are low quality magnets, if you find a silver collored magnet you will find it sticks better, try sanding the black magnet off a bit, it might help

You do not remove the electric meter from a house. Ever. You could be electrocuted or have an explosion in front of your face, putting molten metal through you. You must call the power company and they will send a properly trained and properly safety-equipped technician to remove the meter from the house. Even the fire department is no longer authorized to "pull a meter". They would rather have your house burn down than risk the life of a firefighter making an attempt to pull the meter, even with firefighting protective equipment. Do not attempt to remove an electric meter from a house.
Look at it !... If it's a row of digits - copy them down onto paper and pass them to your suppler. The older 'dial' meters are harder to read.
