States issue licenses for a reason. Regulated professions are under the authority and control of the states that issue the licenses. That said, you should check to see if there is reciprocity between California and Nevada. If there is, then you will be able to apply for a Nevada license without a lot of hassle. Otherwise you are taking a great risk by practicing in a state without a license. If I were your insurer and you had a problem in a state where you have no license, I wouldn't give you a dime.
