That may or may not be true. Some parents might think receiving communion or taking part in a seder or taking Nyquil or taking a shot of brandy after staying out too long ice skating might have other benefits; some parents may wish the child's first experiences with alcohol to be where proper social drinking is modeled instead of binge drinking in college.
The more useful answer is probably that Section 30-89 of Chapter 545 of the Connecticut General Laws (a) prohibits minors from buying or attempting to buy alcohol, (b) prohibits minors from possessing alcohol, and (c)(3) exempts from those prohibitions minors accompanied by their parent, guardian, or spouse who is 21 years old or older. There does not seem to be any general prohibition on minors consuming alcohol. There is also a general exemption in (c) for religious purposes.
