A person can drink alcohol if under 21 as long as the parent/spouse is physically present and allows it.

Sec. 106.04. CONSUMPTION OF ALCOHOL BY A MINOR. (a) A minor commits an offense if he consumes an alcoholic beverage.

(b) It is an affirmative defense to prosecution under this section that the alcoholic beverage was consumed in the visible presence of the minor's adult parent, guardian, or spouse.

Some bars don't allow it as a "bar rule" but it's actually allowed by law as long as the parent is the one who orders the drink and is supervising the minor at all times. TABC usually has a stapled poster of this at the bar; look for it!

no. as in most if not all states, the legal drinking age is 21. It used to be 18, then 19 in Texas, but we are talking about 20 years ago.
