Not after doing some serious brig time; regardless of whether or not it's consensual, it's still statutory rape in most States, and the Navy takes such things pretty seriously.
Depending on whether or not it happened on a military installation, the Navy will either let civilian authorities have first crack at it, or if it was on a base, they'll take care of it themselves. If the civilian authorities prosecute first, then the Navy will do its court martial later, and if convicted, a likely dishonorable or bad conduct discharge will follow.
