To be a dental assistant you will need a 4 year bachelor degree with a major in pre-dentistry. If you would like to run your own practice or be a dentist, you will need an additional 4 years of study at a dental school.
Technically, yes, you do. You've paid for them. But the dental practice CAN charge you administrative costs for preparing them and turning them over to you. When moving and/or changing dentists I've never had a problem with the old dentist sending them to the new dentist.
