It could be one of a couple different things. One is because that's the information he was born with. It's called inborn instinct. Just like the bios in your computer, we all start with a basic set of instructions already implanted to get life going and keep it going. The other reason he could be humping your leg is because it feels good. Basic dog philosophy, it is.

Why do we neuter dogs? We can't deal with their sexual life so we just eliminate it? It's like, some weird kid is really annoying so you remove his voicebox so he can't talk, it's just wrong.
We spay and neuter dogs for several reasons. One is to avoid unwanted pregnancies. Have you seen how many dogs are abandoned, end up in animal shelters, and are then euthanized because no one wants them? As for humping another dog, it is not only for mating, it happens when one dog is dominate over another or is trying to prove dominance over another.

Even if a female dog is fixed, if she is on her period, there won't be blood, but she will still give off the nasty smell and that could possibly attract the males, yes. Sometimes though, a male dog (or MAYBE, female) just gets overexcited and, well, you know the rest :D
