While North Korea has also apparently tested a low-yield nuclear bomb, it is unclear if they have built a "warhead" that can be delivered via ICBM. The country may also be playing shell game, trying to make it appear as if their capabilities are more extensive and advanced than they actually are. If the political climate doesn't change, however, it wouldn't be surprising for them to have full nuclear ICBM capabilities by 2015 or 2020.
