Notaries don't notarize documents. They notarize signatures.

So long as the signature occurs in the presence of the notary in the state by which the notary is licensed, they may notarize the signature.

Yes - provided the witness (and all other parties involved) understand the language of the written document. If not, it could be argued in court that the document is inadmissible due to the absence of understanding the written words.

A notary does not notarize the contents of a document. It's only the signature to the document that gets notarized.

So long as the signor shows proper ID and signs the document in front of the notary, the notary can notarize the signature. The contents of the document are irrelevant.

A notary is permitted to notarize signatures in the jurisdiction for which they are licensed. A person must be a NY notary to notarize signatures in NY.

Shouldn't be a problem. The notary is merely witnessing and confirming that the person signing the document is who they say they are.
