There are normal procedures that notaries receive and standard practices to follow. While stamping and signing ahead of a person they will be notarizing for may not be a good idea, as long as they witness the signature and verify the identity and record the transaction in their log book, it would seem that shouldn't be material. However depending on the state it may not be proper. One would have to check with the state agency that regulates the issuance or governance of the notaries.
