The written numbers would only be proper nouns when they name another noun (e.g. the Gang of Eight). Numerals are a class of common noun, except when used as adjectives. Some number names can act as pronouns.

Year dates (1995 AD, 3000 BC) may be considered proper nouns, but it does not really matter because they cannot be identified or specified by capitalization. Months and weekdays are proper nouns.
