In the United States, yes. You only have to have one person to incorporate now, so the one person can be every officer in the company. But you'd only have a vice-president if you had a president.

Can a president also be a treasurer or secretary in a corporation?

Yes, one person can act as president, secretary and treasurer. Historically, corporations were required to have a president and a secretary, who could not be the same person. Modern statutes, however, still require a corporation to have both a president and a secretary but specifically allow the same person to fill both offices. Corporate governance is based on state statutes, so there may be some variation between states.

Do you need a secretary to become incorporated?

Yes, most statutes require the incorporators to name a "secretary" of the corporation, at least provisionally (until the board elects or appoints new officers). In some states the secretary can be the same person as the president and treasurer, so you can incorporate with a single person filling in as all the officers on the form.

Who is the secretary of state that signed the fewest dollar bills?

It is a tie between all of them. The Secretary of State does not sign money. That is done by the Secretary of the Treasury. All dollar bills are also signed by the Treasurer. And no, they aren't the same person. But, if your question is which Secretary of the Treasury signed the fewest bills I'd probably go with the shortest tenured sectreas and that would be Joseph Barr. He was only sectreas for a year and his signature is only on 1.00 dollar bills. 458 million of them. Perhaps Hamilton or another person signed fewer.

The Speaker of the US House of Representatives (currently John Boehner) is the immediate successor to the Veep. After the Speaker in order follow the President Pro Tempore of the Senate, Secretary of State, Secretary of Treasury, Secretary of Defense, Attorney General, Secretary of the Interior, Secretary of Agriculture, Secretary of Commerce, Secretary of Labor, Secretary of Health and Human Services, Secretary of Housing and Urban Development, Secretary of Transportation, Secretary of Energy, Secretary of Education, Secretary of Veterens Affairs, Secretary of Homeland Security. In most cases, a vacancy in the vice-presidency would be quickly filled by presidential appointment and confirmation by Congress.
