Yes, where the captain is not the pilot of the vessel. The captain runs the ship, but depends on the functioning of the crew. A captain would not be allowed to pilot his ship without having acceptable eyesight.
In military history, there have been many cases, including famously Lord Nelson (already blind in one eye) at the Battle of the Nile in 1798, where strategy was far more important than visual observation.
