I believe a non-citizen can be enlisted personnel if they have a green card, but non-citizens are not eligible for promotion.
- Not entirely accurate. I was promoted up to Staff Sergeant before I became a US citizen. Foreign nationals may not serve as commissioned officers, or serve in security sensitive roles, however.
