The M4A1 is a select fire weapon with full auto capabilities. Unless you owned an NFA permitted full auto lower in California prior to 1989, you won't be allowed to get one.
As for AR-15 type rifles, it is possible. They must be a brand not on the CA DOJ's list of banned receivers, and they must either use a "bullet button" (thus legally making them fixed magazine rifles), or they must be featureless (no collapsible or folding buttstock, no pronounced pistol grip, no forward grip, no flash suppressor).
Only with a Prohibited Licence can you own a full auto firearm (which the M4A1 is). A semi-automatic AR-15 would require a Restricted licence.

Fabrique Nationale may be manufacturing them in the future, as Colt seems to have fallen out of some favour with the Department of Defence. While Colt remains the accredited manufacturer, many of the rifle components are actually outsourced to third parties. For example, Colt does not manufacture their own AR15/M16/M4 receivers, but outsources them to LAR manufacturing.

The only difference is that the weapon does not have a detachable magazine (internal capacity 5 rounds). Another thing to be wary of is that for some reason people like to tamper with the AR15 to make it full auto. That is illegal, and to own one that has been tampered with will get you in big trouble with the BATF unless you purchased it through legal channels and have the weapon licensed to you.

The M4A1 cannot legally be owned by any civilian as they cannot be sold under the Firearms Owner protection Act of 1986. However you can purchase a generic that is of the semi-auto configuration for around $1000-$1200.
