I'm assuming that they are attached on a small board. I would expect the plastic of the toothbrush to be put over the board and the piece over the board would have holes to allow the bristles to come through the plastic.
Which plastic code is used depends on what plastic is used. Toothbrush handles are either polypropylene (code 5) or HDPE (code 2). However, the bristles are usually made of something else, e.g. nylon, so there is no appropriate code. Codes are used on items which can be recycled and you can't do that with mixed materials.
Disinfection with vodka is not sufficient because the concentration of ethanol is only approx. 40 %. The toothbrush is not affected.

If you are referring to toothbrush cases then yes, most of them are made out of plastic, its not a very durable material but it is very cheap and does a very good job of protecting toothbrushes from dirt.
Its hard to find a toothbrush and paste kit for a kid to take to school. Its is best to put those accesories in a plastic ziploc bag.
