In the US, a police officer ... or anyone else ... is allowed to ask if you use drugs. You're not necessarily obligated to tell them, but they're allowed to ask.
Whether or not you can join the police force if your spouse has a criminal record for drugs would depend on the specific regulations and policies of the police department you are applying to. Each department may have different criteria for eligibility, so it would be best to inquire directly with the department you are interested in joining for their specific requirements.
Assuming "Chock" is Choke. Yes it is illegal for a police officer to choke anyone without cause. However if the officer believes a suspect has drugs in his or her mouth and is attempting to swallow them. The officer may choke the individual to prevent them from swallowing said drugs.
If the police are in the home legally, and the drugs are in plain view, then yes, the police may seize the drugs and arrest the homeowner for possession of the drugs. However, in my opinion, the officer would be better off obtaining a search warrant, although it is not required.
Let me just start by saying that you should not be a Police Officer. Getting back to your question. As a police officer you have a "Moral Clause" in which your current agency can use to hire you. Since you are already a police officer you should know that if you did drugs (depending on what you did) at one point you were in possession of such drugs. In CA that's a felony. Technically speaking you commited a felony and got away with it. Do the rest of us, hospital police a favor and quit your job.
It sounds like you're asking an opinion question. In my opinion, yes. If a person is caught with illegal drugs, yes, a police officer should arrest the person.
YES you can.. as long as you have a clean record now..
If a police officer suspects that, as you sit in your stationary vehicle, you could be under the influence of alcohol (smells alcohol as the police officer walks past your car) or drugs (due to your strange behaviour and glassy eyes), he or she can investigate further.

She leaves her spouse.
Preliminary Alcohol Screening.
(of a police officer or another official) Pass the hands over (to someone) in a search for hidden weapons, drugs, or other items.
Anything found in the course of a lawful search will be admissible. If the weapon search was proper, the drugs are just a nice bonus
