A police officer may not enter your property without exigent circumstances.
That being said, if the officer has probable cause or exigent circumstances to enter your property, you must allow them.
Like most things concerning the law - it depends. If the officer is in fresh pursuit of you, yes, they can. Also, if they observe some thing or some act that is clearly unlawful they may do so as well. Otherwise they must be invited in, or secure a warrant to enter.
Added: It depends is really the best answer. In any case, where the police officer goes is where they are and right there isn't the place to discuss whether it is legal or not. If you have a problem with the way something was handled the proper redress is the court system, or an administrative process.

If someone comes to your event/home who you have not asked to come (you have not sent them an invitation) then that person is 'uninvited' if you also do not want them at your event/home then they are also unwelcome.

Whatever action he took that necessitated the issuing of a ticket - police officers don't 'own' the ticket books they carry. A ticket book is nothing but a pad of legal forms that can be utilized by ANY sworn law enforcement officer for issuing summonses. If that describes the incident you are referring to then, yes, it was legal.
