If a foal is the product of a breeding between a pony and a full sized horse the chances are greater of producing a horse sized foal.
Yes you can always breed a smaller stallion with a bigger mare, but breeding a bigger stallion with a much smaller mare will cause problems.

a pony can be any size up to 14.2 which is about 147cm. a horse is anything bigger than this.
