Can a processor in a computer catch fire without the heatsink or does it prevent this automatically?

It depends on the BIOS setting. It's extremely unlikely to catch fire: normally the contact pins fuse into the socket and lose connectivity first. Most modern motherboards have heat sensors under the CPU which power-off the system as soon as it hits 70 degrees Centigrade.
