no! if your seeing white smoke its a leaking cylinder head gasket. which is a major repair. see a certified auto tech to perform this repair.
Electrical burns look like an in-and-out gunshot: small entry with big exit. The entry port - surrounding skin will look "leathery". High velocity spatter (spalling) from an armor piercing round will cause an entry and exit wound with a severe burn. White phosphorus and similar materials including magnesium flares can burn straight through an extremity.

If the top hose gets hot that means that the thermostat HAS opened. Thermostats remain closed until the engine warms up then the thermostat only opens enough to keep the temperature at about the set-point temperature of the thermostat. Just repair the radiator and enjoy the vehicle.
When a building is on fire, there is going to be a lot of smoke, and the smoke is likely to be very dangerous to breathe, and it could cause you to pass out if you breathe it, which would obviously prevent you from escaping from the fire. Since the smoke tends to rise, the best place to find breathable air is close to the floor. If you are near an exit, though, you might do better to just hold your breath and run out of the building.
