Yes they can recently I caught my two new sliders mating in their tank and they were at the ready age.

I doesn't really have to do with size. Once a RES hits sexual maturity it is able to mate. For a male this will happen at 2-4 years of age, and for females this will happen at 5-7 years of age.

If you feed it, it will grow. If not it will, obviously not grow then die. But there is no way to tell how old a RES is unless you hatched it or know who hatched it. It does not matter how big it is. Some owners over feed or under feed their turtles so there is no way determining it by size either.
