All dog breeds can successfully mate and have puppies. The logistics can be a little hard though (ie how does a Maltese reach a Great Dane) but technically yes, it is possible. If the lab is female and on heat (and is receptive), holding her down on a beanbag to keep her still and, err, reachable, may solve the height differential.

It is technically possible for any two breeds of Dog to produce puppies together as they are all the same species. I have known a male Dachshund mate a female Boxer without any human assistance, so a Rat Terrier and Red Heeler
mating should be more than possible, but I would suggest that the Rat Terrier be the male and the Red Heeler
be the female. If a larger dog impregnates a small dog, like the Rat Terrier, it might be life threatening for the small female to have larger puppies.

it really all depends on which role the dogs body takes on, either blue heeler or rat terrier..and rat terriers come in three sizes..so its hard to tell until they are 6 months
