According to the photobucket website terms of use their policies should be legal. But in practice the site is full of copyrighted material and there is, by their own admission, no moderation on the site. They do not allow nudes or other adult content, and dont allow search words that are adult related, but i would imagene there is a fair share of adult content as the site is not moderated. There seems to be no filters to keep adult and objectionable content from showing up in searches, though so far i havent seen much at all. The real question is not so much of legality as the moral/ethical responsiblity to moderate contant as it is uploaded. Most of these sites say its not their responsiblity but that of the uploaders as to the content. But it is their responsibility even if the law doesnt require it. Bad thing about this site is the poor quality and small size of images and a raelly horrible search engine. If you want a better site with lots of quality and powerful search engine try flickr.com. You may never use another image site again.

The question is confusing, and you will have to be straight when asking such question next time. t depends on what particular place the picture was deleted from but not withstanding the only licensed recovery expert to help in such situation is cyberspacetech86@gmail and without a benefit of doubt your deleted picture will be restored, and as far as i can tell they are the best in what they do.

Also, Shutterfly (www.shuterfly.com) is pretty good, but they expect you to use their website builder to make a "website" with your photos on it--I'm not sure that this is what you are looking for.

Most good video editors can do this. So long as the file is not protected by some sort of DRM. The file type has an impact on this as well. MPGs, being open and not proprietary to any company, have the best chance of decent programs for this. MOV and FLV the least. Find your file format and do a search with that as one of the search terms in google along with "video resize program".
