Rhinos can inded survive after the horn is cut and this is a commonly used management tool as a disincentive for poaching (less horn, less incentive, less profit). Cutting the horn is done carefully without cutting into the skull. De-horning is also done slowly as the horn heats up as it is cut. Poachers, on the other hand, cut deep into the skull with either an ax or a chainsaw, and the animal is either dead at the time of the horn removal or dies shortly thereafter from blood loss.
